CAT Tool Sunset – What You Need to Know
Financial institutions have long relied on the FFIEC Cybersecurity Assessment Tool (CAT) to identify risks, evaluate preparedness, and benchmark cybersecurity maturity. With the CAT having retired on August 31, 2025, banks and credit unions need to plan for alternative approaches to self-assess cybersecurity risk as they approach their anniversary of performing the CAT.
FFIEC Frameworks
FFIEC has encouraged institutions to leverage other frameworks such as:
- NIST Cybersecurity Framework (CSF) 2.0
- CISA Cybersecurity Performance Goals
- CSBS Ransomware Self-Assessment Tool
Replacement Options We Recommend
We’ve identified a couple practical paths forward for our customers:
- Free Option (Excel-based CRI Profile Tool) – (Available to all existing DataComm customers)
- Created by our trusted auditor/partner, Kaushal Kothari (former FDIC, based out of Des Moines, IA).
- Delivered in Excel format using the CRI profile.
- No software or ongoing costs, just a spreadsheet tool you can use for assessments.
- A solid option to have in your back pocket if you’re not ready to migrate to a more robust/expensive platform.
- Recommended for those wanting a no-cost, stopgap solution as they plan their long-term approach.
- Paid Option (Finosec CAT Replacement Platform) – CIS Controls Based
- Cloud-based solution built on CIS Controls, designed as a successor to the CAT.
- Migrates data from your existing CAT tool and offers ongoing updates.
- Rough cost: ~$2,500 for labor/onboarding, then $3,000–$5,500 annually (or $9K–$15K for a 36-month term).
- Endorced by the ICBA
- Easy to use and maintain
- Ongoing maintenance and updates
- Direct import of prior CAT reports with mapped controls – a huge time-saver for bankers.
- Similar methodology/reporting style to FFIEC CAT 0reducing the learning curve
- Low entry point (minimal setup & recurring support)
- Mass imports, deployments, training, and education included
- Avoids the heavier lift/complexity of NIST or CRI, while still allowing conversion to NIST one year after adoption.

How Can DataComm Help?
Our Guidance:
- If you’re looking for short-term continuity and a no-cost solution, the free Excel-based CRI tool is a good option.
- If you want a long-term and supported replacement, we recommend migrating to a solution similar to Finosec’s platform before any 2026 exams, or before your anniversary of performing the CAT comes up.

BroadComm License Structure Changes and Virtualization Recommended Alternative
Following Broadcom’s acquisition of VMware, there have been significant price increases in VMware renewals, especially for small and medium-sized businesses (SMBs). Many customers are experiencing substantial increases in annual licensing and support costs, which may no longer align with budget expectations. We have spoken to some of our customers as their license renewals have drawn near and have developed a viable plan and alternative.
What This Means for You
- Renewal costs for VMware solutions have increased considerably across SMB tiers.
- Broadcom has streamlined licensing models, limiting flexibility for smaller organizations.
- Long-term support and cost predictability are becoming more challenging.
- As of August 2025, and based on their ongoing and future costs and licensing stance, DataComm will no longer be partnering with Broadcom to sell VMWare licensing to our customers, but can still support customer who may choose to renew their VMWare licensing through a different partner.
Our Recommended Path Forward
To help keep costs under control, we recommend considering Microsoft Hyper-V as a replacement for VMware.
Benefits of Hyper-V include:
- Lower costs (included with most Windows Server licenses)
- Strong reliability and performance (Fully supported by Microsoft, with robust virtualization performance)
- Smooth integration with the Microsoft tools you already use (Natively integrates with Windows Server, Active Directory, and Microsoft management tools).
